All 47 prefectures, and 605 regional governments out of 1,788 in Japan have now adopted open data.
The lack of human resources and the know-how is often cited as the reason for the failure to take off. 

To solve such issues, YRP UNL has conducted open data trainings for local government officers responsible for open data, using the University of Tokyo, Open Data Center (UTODC), and local facilities in the prefectures as training sites,  tied up with Cabinet Secretariat, Ministry of Internal Affairs and Communications and VLED (Vitalizing Local Economy Organization by Open data & Big data).
