There are 47 prefectures and 1,788 municipalities in Japan, and as of June 2022, all 47 prefectures and 1,223 municipalities have adopted open data.

The lack of human resources and the know-how is often cited as the reason for the failure to take off.

To solve such issues, YRP UNL has conducted open data trainings for local government officers responsible for open data, using the University of Tokyo, Open Data Center (UTODC), and local facilities in the prefectures as training sites, tied up with Cabinet Secretariat, Ministry of Internal Affairs and Communications and Organization for Vitalization of Local Economy by Digital transformation (VLED).
